Health and Human Services Secretary Tommy Thompson renamed the agency the Centers for Medicare & Medicaid Services (CMS) in July 2001. The Health Care Financing Administration (HCFA) had been created in 1977, and it took over management of both Medicare and Medicaid. (Medicare had previously been under the jurisdiction of the Social Security Administration.) Thompson made the change as part of his initiative to create a new culture of responsiveness in the agency.
