President Richard Nixon signed the Social Security Amendments of 1972 in October of that year. These amendments gave Medicare coverage to people under age 65 with long-term disabilities (to those who had been receiving Social Security disability payments for 24 months, and to those with end-stage renal disease (ESRD).
